Dr Noemia Rute Bessa Vilela ukończyła studia prawnicze na Uniwersytecie Portucalense w Porto. Pracę doktorską napisaną w języku angielskim obroniła na Wydziale Prawa Uniwersytetu Loránda Eötvösa w Budapeszcie. Jest założycielką i dyrektorką centrum badawczego „OPHIZ Research” (Instytut Badań i Rozwoju Nauk Prawnych) z siedzibą w Mariborze w Słowenii. Aktywnie działa w portugalskich i międzynarodowych stowarzyszeniach naukowych, takich jak m.in. Amerykańskie Stowarzyszenie Prawników, Europejski Instytut Prawa, Akademia Prawa Europejskiego, Obserwatorium Praw Człowieka oraz Amnesty International. Prowadziła wykłady jako profesor wizytujący lub prowadziła badania m.in. na wydziałach prawa: Uniwersytetu w Mariborze; Uniwersytetu Portucalense Infante D. Henrique w Porto (Portugalia); Uniwersytetu Teherańskiego; Gujarat University of Technology and Business (Indie); Autonoma University Madrid (Hiszpania); Global University Oporto (Portugalia); Masaryk University, Brno (Czechy); Ovidius University of Constanta (Rumunia); IESEF - Instituto de Estudos Superiores de Fafe, LDA (Portugalia); Universidade Federal do Rio Grande do Norte (Brazylia) oraz Instytucie Studiów Strategicznych i Prognoz (Czarnogóra). Dr Noemia Rute Bessa Vilela jest autorką kilkudziesięciu publikacji naukowych, w tym artykułów, rozdziałów w monografiach i tzw. conference proceedings. Brała udział w 11 projektach finansowanych przez UE, których łączna wartość przekracza 5 milionów euro. Aktualnie jest kierownikiem międzynarodowego grantu COST Action CA20123  „Intergovernmental Coordination from Local to European Governance” (https://igcoord.eu) oraz zastępczynią kierownika grantu COST Action - ECO4ALL (https://www.cost.eu/actions/CA22124/).
