Subject and goals of the conference |

Relations between Poland and Ukraine implemented in the form of strategic partnership declared in the mid-1990s, in the conditions of Russia's aggression against Ukraine and changes in the geopolitical space of Europe and the globe, have entered a stage of previously unknown opportunities, but also challenges. Changes at the level of the international system, interpreted in terms of a turning point, a new stage of turbulence, a permanent change and not a temporary crisis, determine the space of Central Europe and the partnership of Poland and Ukraine. Russia's aggression, motivated by the will to rebuild the empire, accelerates these changes, causing intensification of global geopolitical competition, limiting the effectiveness of the rules-based order, ending the period of the peace dividend. In such conditions, the geopolitical rationality of many states, NATO and the European Union is changing, as is the rationality of thinking about Central Europe, including Ukraine, as an integral part of the European and Euro-Atlantic security community. Changes in the global space and the new geopolitical rationality of many states create the premises for a new formula of strategic partnership between Poland and Ukraine, combining good neighborhood with mechanisms for solving difficult problems and contributing to the geostrategic stabilization of Central Europe and the eastern flank of NATO and the EU. Firstly, the basis of this partnership is formed by a community of interests and strategic goals, with priority given to security and countering the diversity of threats from Russia, including military ones. This is what Ukraine's membership in the European Union and NATO is intended to serve, regardless of the awareness of the challenges and even temporary conflicts of interest in agriculture or transport that may accompany Ukraine's inclusion in the common market. Secondly, it is to be a comprehensive, symmetrical, a multi-faceted partnership carried out simultaneously on the political, economic and social, cultural, scientific, planes, difficult historical past, etc., and multi-level, implemented at the level of states and direct social and economic contacts, academic centers and local governments, and others.
