Nazwa projektu: Structural transformation of the economy of the Polish-Ukrainian borderlands as a response to common challenges of security, green, digital and intellectual transition / Transformacja strukturalna gospodarki pogranicza polsko-ukraińskiego jako odpowiedź na wspólne wyzwania bezpieczeństwa, transformacji „zielonej”, cyfrowej i intelektualnej.
Okres realizacji projektu: maj 2024 - kwiecień 2025.
Cel projektu – naukowe uzasadnienie polityki i strategii transformacji strukturalnej gospodarek polsko-ukraińskiego pogranicza jako odpowiedzi na wspólne wyzwania związane z bezpieczeństwem, zieloną, cyfrową i intelektualną transformacją w kontekście implementacji Celów Zrównoważonego Rozwoju ONZ oraz przyspieszenie procesu integracji Ukrainy z UE w celu znacznego zwiększenia udziału tych regionów w PKB obu krajów.
Realizacja projektu będzie prowadzona przez zespoły ukraińskich naukowców z Katedry Ekonomii Narodowego Uniwersytetu Technicznego pod kierownictwem prof. Oleksandr Shubalyi i polscy naukowcy z UMCS pod kierownictwem prof. Andrzej Miszczuk przez 12 miesięcy w 4 etapach:
1. Teoretyczne i metodologiczne podstawy przekształceń strukturalnych gospodarki pogranicza polsko-ukraińskiego.
2. Wielokryterialna ocena kapitału terytorialnego i efektów integracji transgranicznej, wybór priorytetowych obszarów transformacji strukturalnej gospodarki pogranicza polsko-ukraińskiego z uwzględnieniem wspólnych wyzwań w zakresie bezpieczeństwa, transformacji ekologicznej, cyfrowej, intelektualnej.
3. Polityka i strategie transformacji strukturalnej gospodarki pogranicza polsko-ukraińskiego w celu wzmocnienia systemu bezpieczeństwa terytorialnego, przyspieszenia transformacji ekologicznej, cyfrowej i intelektualnej.
4. Mechanizmy gospodarcze, instrumenty, instytucje i rozwiązania programowe stymulujące przyspieszenie przemian strukturalnych gospodarki pogranicza polsko-ukraińskiego.
Wspólny wkład ukraińskich i polskich partnerów projektu będzie obejmował
- prowadzenie badań naukowych zgodnie z etapami projektu związanymi z teorią, metodologią, analizą, oceną, rozwojem koncepcji, strategii, programów transformacji strukturalnej gospodarki obwodów wołyńskiego i lwowskiego Ukrainy, a także województw lubelskiego i podkarpackiego Rzeczypospolitej Polskiej;
- przeprowadzenie ankiety wśród naukowców, urzędników państwowych i przedstawicieli biznesu na temat priorytetów transformacji strukturalnej gospodarki pogranicza polsko-ukraińskiego;
- zorganizowanie międzynarodowej konferencji naukowej i okrągłego stołu na temat projektu;
- przeprowadzenie otwartych wykładów dla studentów studiów magisterskich i podyplomowych ŁNTU i UMCS na temat problemów transformacji strukturalnej gospodarki pogranicza polsko-ukraińskiego;
- przygotowanie materiałów do zbiorowej monografii polskich i ukraińskich naukowców na temat projektu;
- przygotowanie broszury z rekomendacjami dla władz województw lubelskiego i podkarpackiego Rzeczypospolitej Polskiej;
- publikacja artykułów naukowych i udział w międzynarodowych konferencjach naukowych;
- inne działania.

Project implementation period: May 2024 - April 2025.
The goal of the project is the scientific justification of the policy and strategies of the structural transformation of the economies of the Polish-Ukrainian border regions as a response to the common challenges of security, green, digital, and intellectual transition in the context of the implementation of the UN Sustainable Development Goals and the acceleration of the process of Ukraine's integration into the EU in order to significantly increase the contribution of these regions to GDP of both countries.
The implementation of the project will be carried out by teams of Ukrainian scientists from the Department of Economics of Lutsk National Technical University under the leadership of prof. Oleksandr Shubaly and Polish scientists from the Marie Curie-Skłodowska University in Lublin (UMCS) under the leadership of prof. Andrzej Miszczukduring 12 months in 4 stages:
1. Theoretical and methodological principles of the structural transformation of the economy of the Polish-Ukrainian border.
2. Multi-criteria assessment of territorial capital and effects of cross-border integration, selection of priority areas of structural transformation of the economy of the Polish-Ukrainian border, taking into account the common challenges of security, green, digital, and intellectual transition.
3. Policy and strategies for the structural transformation of the economy of the Polish-Ukrainian border to strengthen the territorial security system, accelerate the green, digital and intellectual transition.
4. Economic mechanisms, instruments, institutions and program solutions to stimulate the acceleration of the structural transformation of the economy of the Polish-Ukrainian border.
The joint contribution of the Ukrainian and Polish project partners will include:
- conducting scientific research according to the stages of the project, which relate to theory, methodology, analysis, assessment, development of concepts, strategies, programs of structural transformation of the economy of the Volyn and Lviv regions of Ukraine, as well as the Lublin and Subcarpathian voivodeships of the Republic of Poland;
- conducting a survey of scientists, government and business representatives about the priorities of the structural transformation of the economy of the Polish-Ukrainian border region;
- holding an international scientific conference and a round table on the topic of the project;
- conducting open lectures for master's and postgraduate students of LNTU and UMCS on the problems of structural transformation of the economy of the Polish-Ukrainian border region;
- preparation of materials for a collective monograph of Polish and Ukrainian scientists on the topic of the project;
- preparation of the Brochure with recommendations to the authorities of the Lublin and Subcarpathian Voivodeships of the Republic of Poland;
- publication of scientific articles and participation in international scientific conferences;
- other measures.
